ILO MARITIME LABOUR CONVENTION 2006

The International Labour Organization adopted the Maritime Labour Convention, 2006 in February 2006.
MLC 2006 Consolidates and updates about 68 existing Conventions and recommendations into one universally acceptable convention.

HELPING YOU PREPARE FOR IMPLEMENTATION
ClassIBS pre-verification and training services can help you prepare for the Convention’s implementation and support you in assessing your compliance against the MLC, 2006. The ClassIBS pre-verification reviews your operations against requirements.  In the office, we review your procedures, processes and all related documentation. On board your vessel, we undertake a full review against the MLC, 2006 requirements, including an inspection of the accommodations.

CERTIFICATION REQUIREMENTS
The MLC, 2006 applies to all ships engaged in commercial activities, whether privately or publicly owned. However, it does not apply to ships that exclusively navigate inland waters where port regulations apply, or ships engaged in fishing or similar.
The certification of  MLC 2006 applies to ships of:
(1) 500 GRT or over, engaged in international voyages, and
(2) 500 GRT or over, flying the flag of a member state and operating in another country from a port, or between ports.
In the future, ships may be detained on MLC 2006 related issues.

  1. Gap analysis
  2. Statements of Compliance: If a vessel is fully compliant with the Convention, we can issue a Statement of Compliance.
  3. DMLC Part II Review: Once the flag administration has issued the DMLC Part I detailing its national requirements, your company must produce a document, DMLC Part II, which details what measures you will adopt to ensure ongoing compliance with the legislation. We can review your DMLC Part II and advise if it is in compliance with the legislation.
  4. ILO Certification: We will offer ILO MLC 2006 certification to all vessels governed by the Convention wherever the flag administration delegates responsibility to ClassIBS.

The onboard inspection criteria addressed by the five titles of the Convention:
Title 1: Minimum requirements for seafarers to work on a ship.
Title 2: Conditions of employment.
Title 3: Accommodation, recreational facilities, food and catering.
Title 4: Health protection, medical care, welfare and social security protection.
Title 5: Compliance and enforcement.

The voluntary assessment scheme makes reference to the need for national requirements to be identified through flag state Declarations of Maritime Labour Compliance Part I (DMLC Part I).
Until flag states issue their DMLCs and ratify the Convention, we can help you to prepare by inspecting your ships against the scheme and issuing a "Statement of Compliance" with its requirements.
